Der Khalifah muss das Handeln der Statthalter überprüfen und ihre Leistung fortwährend streng bewerten. Er muss Personen damit beauftragen, ihre Lage zu überwachen und zu untersuchen, sie von Zeit zu Zeit alle oder einige von ihnen versammeln und die Beschwerden der Untertanen über sie anhören.

The Khalifah must examine the actions of the governors and continually assess their performance strictly. He must deputise people to monitor their situations, investigate them, and periodically gather all or some of them, and listen to the complaints of the subjects regarding them.

Es ist belegt, dass der Prophet ﷺ die Statthalter prüfte, wenn er sie einsetzte, wie er es bei Mu'adh und Abu Musa tat, und ihnen erklärte, wie sie vorgehen sollten, wie bei 'Amr b. Hazm in seinem Schreiben, das unter den Gelehrten bekannt ist, wie Ibn 'Asakir in seiner Tarikh Damascus erwähnt und al-Hafiz in al-Isaba sagte.

It is confirmed that the Prophet (phuh) used to test the governors when he appointed them as he did with Mu’adh and Abu Musa, and explained to them how they should proceed as he did with Amr b. Hazm in his message famous amongst the people of knowledge as mentioned by Ibn ’Asakir in Tarikh Damascus and Al-Hafiz said in Al-Isaba.
