Cualquier persona que posea la ciudadanía y sea competente, ya sea hombre o mujer, musulmán o no musulmán, puede ser nombrada como gerente de una administración, de un departamento o de una división, y ser funcionaria pública en ella.

Anyone who carries citizenship, and is competent, whether male or female, Muslim or non-Muslim, can be appointed as a manager for an administration, a department, or a division, and to be a civil servant in it.

Esto se ha tomado de las normas sobre el empleo, ya que es lícito contratar a cualquier empleado, sea musulmán o no musulmán, debido a la generalidad de las pruebas sobre el empleo; Allah (SWT) dijo.

This has been taken from the rules regarding employment, since it is permitted to employ any employee, irrespective of being Muslim or non-Muslim, due to the generality of the evidences of employment; Allah (swt) said.

«Y si amamantan para ustedes, entonces dadles su pago.» (Corán 65:6), que es de carácter general, y se relata en Al-Bujari de Abu Hurayrah que el Mensajero de Allah ﷺ dijo: قَالَ اللَّهُ: ثَلاثَةٌ أَنَا خَصْمُهُمْ يَوْمَ الْقِيَامَةِ ... وَرَجُلٌ اسْتَأْجَرَ أَجِيرًا فَاسْتَوْفَى مِنْهُ وَلَمْ يُعْطِ أَجْرَه. (SWT)

“And if they breastfeed for you, then give them their payment.” (TMQ 65:6) which is general, and it is reported in Al- Bukhari from Abu Hurayrah that the Messenger (pbuh) said. .قَالَ اللَّهُ: ثَلاثَةٌ أَنَا خَصْمُهُمْ يَ وْمَ الْقِيَامَةِ ... وَرَجُلٌ اسْ تَأْجَرَ أَجِيرًا فَاسْ تَ وْفَى « » مِنْهُ وَلَمْ ي عُْطِ أَجْرَه.

"Allah dijo: Yo me opondré a tres en el Día del Juicio…y a un hombre que contrató a un trabajador, le exigió el trabajo completo, pero no le pagó su salario", lo cual es general y no se limita al salario de los musulmanes. El Mensajero ﷺ contrató a un hombre de Banu Al-Dayl que seguía la religión de su pueblo, lo que indica la permisibilidad de emplear a un no musulmán de la misma manera que a un musulmán. Del mismo modo, está permitido emplear a una mujer de la misma manera que a un hombre, debido también a la generalidad de las evidencias. En consecuencia, está permitido que una mujer sea directora de un departamento en una dependencia estatal y que sea funcionaria pública en ellas, y está permitido que un no musulmán sea director de un departamento de las dependencias estatales así como funcionario público, puesto que son empleados, y las evidencias sobre el empleo son generales.

“Allah said: I am against three on the Day of Judgement…and a man who employed a worker and gets the full work out of him, but does not pay him his wage.” which is general and not specific to the wage of Muslims. The Messenger (pbuh) employed a man from Bani Al-Dayl who was upon the religion of his people, which indicates the permissibility of employing a non-Muslim in the same way as a Muslim. And in the same manner it is permitted to employ a woman in the same way that it is permitted to employ a man due to the generality of the evidences as well. Accordingly, it is permitted for a woman to be the manager of a department in a state department, and to be a civil servant in them, and it is permitted for a non-Muslim to be a manager of a department from the state departments as well as to be a civil servant, since they are employees, and the evidences for employment are general.
