রাষ্ট্র সকল নাগরিকের জন্য তাদের অতিরিক্ত (অত্যাবশ্যকীয় নয় এমন) প্রয়োজনগুলো মেটানোকে সহজ করে তোলে এবং নিম্নলিখিত উপায়ে সমাজে সমতা অর্জনের ব্যবস্থা করে:

The State makes it easier for all the citizens to be able to satisfy their extra (non-essential) needs, and to achieve equality in society in the following way:

a. বায়তুল মাল-এর তহবিল থেকে, যুদ্ধলব্ধ সম্পদ থেকে এবং অনুরূপ অন্যান্য উৎস থেকে তরল ও স্থায়ী সম্পদ বণ্টনের মাধ্যমে।

a. By giving out liquid and fixed assets from the funds of the Bayt Al-Mal, and from the war booties, and anything similar.

খ. এর কৃষিজমির কিছু অংশ যাদের জমি অপর্যাপ্ত তাদের মধ্যে দান করা। যাদের জমি আছে কিন্তু তা ব্যবহার করে না, তাদের আরও জমি দেওয়া হয় না। যারা নিজেদের জমি চাষ করতে অক্ষম, তাদের চাষ করতে সক্ষম করে তোলার জন্য আর্থিক সহায়তা দেওয়া হয়।

b. Donating some of its cultivated land to those who have insufficient land. Those who possess land but do not use it are not given more. Those who are unable to cultivate their land are given financial assistance to enable them to cultivate it.

গ. যারা ঋণ পরিশোধে অক্ষম, তাদের যাকাত, যুদ্ধলব্ধ সম্পদ এবং অনুরূপ খাত থেকে অর্থ প্রদানের মাধ্যমে সাহায্য করা।
