El Mensajero ﷺ fue quien llevó la correspondencia relativa al tratado de Hudaybiyah y a la conclusión del acuerdo de paz. También se relata de ‘Umar (ra) que, cuando llegó a él el enviado de Kisra, lo encontró durmiendo en una de las puertas de al-Madina al-Munawwara.

El trabajo que cubren estos cuatro departamentos es vasto, especialmente como se constata hoy, donde existen numerosos campos. Entre ellos están los de los ejércitos, los problemas internos, el arte de las intrigas urdidas por los Estados, los agentes, las clases de políticos mercenarios, los diversos crímenes y las complicaciones en las relaciones internacionales. Además de esto, existen diversos campos de la industria y medios técnicos avanzados en uso. Por ello, para que los poderes obligatorios del emir de la yihad no se expandan, lo que podría llevarle a ocupar el centro del poder del Estado, lo cual podría causar daño al Estado si su taqwa decayera, debido a todos estos puntos adoptamos mantener estos departamentos separados unos de otros y vinculados al Califa como departamentos independientes de las organizaciones del Estado, de la siguiente manera:
