प्रशासनिक प्रणाली किसी कार्य को करने के लिए अपनाई जाने वाली एक शैली है, और वह उस कार्य के साधनों में से भी एक है; इसलिए इसके लिए किसी विशिष्ट प्रमाण की आवश्यकता नहीं है। इसके लिए इतना ही पर्याप्त है कि इसके मूल का संकेत देने वाला सामान्य प्रमाण मौजूद हो। यह कहना गलत होगा कि ये शैलियाँ मानवीय कार्य हैं, जिन्हें इसलिए ईश्वरीय नियमों के अनुसार ही संचालित किया जाना चाहिए। ऐसा इसलिए है क्योंकि इन कार्यों का प्रमाण उनके मूल के संबंध में सामान्य रूप में आया है। अतः इसमें वे सभी कार्य शामिल हैं जो उस मूल से निकलते हैं, सिवाय उस स्थिति के जब किसी सहायक कार्य से संबंधित कोई ईश्वरीय प्रमाण मौजूद हो, और तब वह कार्य उसी प्रमाण का पालन करेगा। उदाहरण के लिए, अल्लाह (swt) कहते हैं: "और ज़कात अदा करो।" [TMQ At-Tauba: 11]

The administrative system is a style used to perform a task, and is also one of its means, so it does not require specific evidence. It is sufficient for it to have general evidence that indicates its origin. It would be wrong to say that these styles are human actions, which should therefore be conducted according to the divine rules. This is because the evidence for these actions has come with regards to their origin in a general form. Thus it includes all actions that branch out from that origin, unless there is divine evidence that relates to a subsidiary action, in which case the action must follow that evidence. For instance Allah (swt) says; “And pay out the Zakat” [TMQ At-Tauba: 11]
