Este trabajo del grupo debe centrar su atención en el mundo musulmán, ya que allí existió el modo de vida islámico y, por tanto, es el área más propicia para el establecimiento del Estado.

This work of the group must focus its attention on the Muslim world, since the Islamic way of life existed there and thus it is the area most conducive to the establishment of the State.

En el mundo musulmán, el movimiento debe esforzarse por llevar la Da'wah islámica con el fin de cambiar la situación de la sociedad corrupta, para que se transforme en una sociedad islámica. Su primer objetivo debe ser cambiar los pensamientos kufr existentes en la sociedad por pensamientos islámicos, de modo que tales pensamientos se conviertan en la opinión pública entre la gente, la cual se ve entonces impulsada a aplicarlos y a actuar conforme a ellos. En segundo lugar, el Partido también necesita trabajar para cambiar las emociones en la sociedad hasta que se conviertan en emociones islámicas que acepten solo aquello que agrada a Allah (SWT) y que se rebelen contra cualquier cosa que enoje a Allah (SWT) y la detesten. Finalmente, el grupo también debe trabajar para cambiar las relaciones en la sociedad hasta que se conviertan en relaciones islámicas que se desarrollen de acuerdo con las leyes y soluciones del Islam. Las acciones que realiza el grupo deben ser acciones políticas, puesto que se relacionan con los asuntos de la gente conforme a las normas y soluciones de la Shari'ah; y la política en el Islam es atender los asuntos de la gente, ya sea en la opinión, en la ejecución o en ambas, según las leyes y soluciones del Islam.

In the Muslim world, the movement must endeavour to carry the Islamic Da'wah in order to change the situation of the corrupt society so that it is transformed into an Islamic society. Its first aim must be to change the society’s existing kufr thoughts into Islamic thoughts, so that such thoughts become the public opinion among the people, who are then driven to implement and act upon them. Secondly the Party also needs to works to change the emotions in the society until they become Islamic emotions that accept only that which pleases Allah (swt) and rebel against and detest anything which angers Allah (swt). Finally, the group must also work to change the relationships in the society until they become Islamic relationships which proceed in accordance with the laws and solutions of Islam. The actions which the group performs must be political actions, since they relate to the affairs of the people in accordance with the Shari‘ah rules and its solutions; and politics in Islam is looking after the affairs of the people, either in opinion or in execution or both, according to the laws and solutions of Islam.
