राज्य इस्लामी शरीअत को उन सभी पर लागू करता है जो इस्लामी नागरिकता रखते हैं, और इसमें मुसलमानों और गैर-मुसलमानों के बीच कोई भेद नहीं है, जैसा कि निम्नलिखित है:

The State implements the Islamic Shari’ah upon all those who hold the Islamic citizenship, with no difference between Muslims and non-Muslims as follows:

(a) इस्लाम के सभी नियम मुसलमानों पर बिना किसी अपवाद के लागू किए जाएँगे।

(a) All the rules of Islam will be implemented upon the Muslims without any exception.

(ब) गैर-मुस्लिमों को सामान्य व्यवस्था के दायरे में रहते हुए अपने विश्वासों और उपासनाओं का पालन करने की अनुमति दी जाएगी।

(b) The non-Muslims will be allowed to follow their beliefs and worships within the scope of the general system.

(ग) इस्लाम से मुरतद होने वाले लोगों पर मुरतद होने का हुक्म तभी लागू होगा जब वे स्वयं मुरतद हुए हों। जहाँ तक उनकी संतान का सवाल है, यदि वे ग़ैर-मुस्लिम के रूप में पैदा हुए हैं तो उनके साथ ग़ैर-मुस्लिम जैसा व्यवहार किया जाएगा। इस प्रकार, उनके साथ उनकी वर्तमान स्थिति के अनुसार व्यवहार किया जाएगा, अर्थात वे या तो मुशरिक (बहुदेववादी) होंगे या अहले-किताब (किताब वाले लोग)।

(c) The rule of apostasy will be implemented upon the apostates from Islam if they themselves were the apostates. As for their children, they will be treated as non-Muslims if they are born as such. Thus,, they will be treated in accordance with their current status as being either polytheists or people of the book.
