اللہ (سبحانہ و تعالیٰ) نے اپنی رحمت سے امت اسلام کو اسلام کا اعزاز عطا فرما کر تمام امتوں پر فضیلت بخشی ہے۔ اللہ (سبحانہ و تعالیٰ) نے ہمیں ایک مکمل اور واضح دین عطا کر کے ہم پر اپنا فضل فرمایا۔ اللہ (سبحانہ و تعالیٰ) نے ہماری طرف ایک رسول ﷺ بھیجے، جن کی سچائی اور مقام سب کے لیے معروف ہے، اور بلا شبہ آپ ﷺ نے یہ کہہ کر مکمل سچ فرمایا تھا کہ، "اسلام کا چکی کا پہیہ گھوم رہا ہے، پس یہ جہاں بھی گھومے تم بھی وہیں گھوم لو"۔

Allah (swt), in His Mercy has raised the Islamic Ummah above all Ummahs by giving it the honour of Islam. Allah (swt) bestowed upon us His favour, by giving us a Deen, complete and clear. Allah (swt) sent to us a Messenger, whose truthfulness and position is known to all, and without a doubt, he (saw) was most truthful when he said, “The grinding wheel of Islam is turning so turn wherever it turns”.

اے مغرب کے مسلمانوں! یقیناً اسلام کا پہیہ دن بہ دن تیزی سے گھوم رہا ہے۔ خلافت کی پکار آج سب سے بلند پکار بن چکی ہے، اور اسلامی سرزمین پر اپنی جڑیں جما چکی ہے۔ اس نے بادشاہوں کے تخت ہلا دیے ہیں اور ان صدور کو خوفزدہ کر دیا ہے جو اس کی راہ میں رکاوٹ بنے ہوئے ہیں اور اسلام کی روشنی کو بجھانے کی کوشش کر رہے ہیں۔ اللہ سبحانہ و تعالیٰ فرماتا ہے،

O Muslims in the West! Surely the grinding wheel of Islam is turning faster day by day. The call for the Khilafah has today become the highest call, and has taken root in the Islamic lands. It has shaken the thrones of the Kings and terrified the Presidents, who stand as an obstacle to it, seeking to extinguish the light of Islam. Allah (swt) says,

”وہ اپنے منہ سے اللہ کے نور کو بجھانا چاہتے ہیں، لیکن اللہ اپنے نور کو مکمل کر کے رہے گا، اگرچہ کافر اسے ناپسند کرنا ہی کیوں نہ چاہیں۔“ [سورۃ التوبہ، آیت 32]

“They wish to extinguish Allah’s light with their mouths but Allah will not allow but that His light should be perfected, even though the unbelievers may detest it” (TMQ al-Tauba, verse 32)

اے مسلمانوں! جب سے 3 مارچ 1924 کو برطانیہ اور مغربی ریاستوں نے ہماری خلافت کو تباہ کیا ہے، اس امت نے خوشی کا ایک دن بھی نہیں دیکھا۔ ہماری زمینیں تقسیم کر دی گئیں، ہمارے باپوں کو ذلیل کیا گیا، ہمارے بھائیوں کو ناامید کیا گیا، اور ہماری ماؤں اور بہنوں کی توہین کی گئی؛ وہ اپنے امام کے لیے رو رہی تھیں، اس خلیفہ کے لیے جسے انہوں نے ایک تحفظ کے طور پر کھو دیا تھا اور جس کے سائے میں وہ رہا کرتی تھیں۔

O Muslims! Ever since Britain and the Western states destroyed our Khilafah on the 3rd of March 1924, this Ummah has not witnessed a single day of happiness. Our lands were divided, our fathers humiliated, our brothers disheartened, and our mothers and sisters were dishonoured; crying for their Imam, the Khaleefah who they lost as a protection and under whose shade they used to live.

رسول اللہ ﷺ نے فرمایا، "امام ایک ڈھال ہے، جس کے پیچھے تم لڑتے ہو اور اپنا دفاع کرتے ہو۔"

The Messenger of Allah (saw) said, “The Imam is a shield, from behind which you fight and defend yourselves”.

مسلم امت کبھی اتنی تباہی کا شکار نہیں ہوئی۔ ہم کبھی اتنے منقسم نہیں ہوئے تھے۔ ہم نے کبھی کافروں کو زمین پر فساد پھیلانے کے لیے برتری حاصل نہیں کرنے دی۔ اگرچہ اللہ (سبحانہ و تعالیٰ) نے ہمیں انسانوں پر گواہ قرار دیا ہے، جب اس (سبحانہ و تعالیٰ) نے فرمایا،

Never has the Muslim Ummah been so devastated. Never have we been so divided. Never have we allowed the Kuffar to gain the upper hand, spreading fasad (corruption) upon the earth. Even though Allah (swt) described us as witnesses over mankind, when He (swt) said,

”ہم نے تمہیں ایک امتِ وسط قرار دیا ہے تاکہ تم لوگوں کے معاملات پر گواہ بن سکو، اور رسول ﷺ تمہ پر گواہ ہیں“ [سورۃ البقرہ، آیت 143]

“We have made you an Ummah in equilibrium that you may be witnesses over the affairs of mankind, and the Messenger is a witness over you” (TMQ al-Baqarah, verse 143)

انہی تمام وجوہات کی بنا پر، ہم آپ کو سب سے عظیم کام کی طرف بلاتے ہیں؛ اسلامی خلافت کے قیام کا کام۔ ہم آپ کو فرائض میں سے سب سے اعلیٰ فرض کی طرف بلاتے ہیں؛ وہ فرض جو ایک بار پھر زندگی کے میدان میں اسلام کے احکامات کو واپس لائے گا، اور دنیا میں زندگی پھونک دے گا۔ ہم آپ کو، نہایت پرخلوص پکار کے ساتھ، اس کام کے لیے بلاتے ہیں کہ آپ اپنی تمام تر کوششوں کے ساتھ ہماری ریاست کو واپس لانے کے لیے کام کریں، اور صرف اسی طریقے کی پیروی کریں جو اللہ (سبحانہ و تعالیٰ) کے ہاں مقبول ہے؛ یعنی اس کے رسول، محمد ﷺ کا طریقہ۔

It is because of all of this, we call you to the noblest of work; the work to re-establish the Islamic Khilafah. We call you to the highest of the Fara’id (obligations); the Fard that will bring back the rules of Islam to the realm of life once again, bringing life to the world. We call you, with the warmest of calls, to work, with all your efforts to bring back our state, following the only method which is acceptable to Allah (swt); the method of His Messenger, Muhammad (saw).

بلاشبہ آج کے دور میں بلند ترین مقام اس شخص کا ہے جو پاکیزہ اسلامی دعوت کا حامل ہو۔ یہ دعوت کا حامل ہی ہے جس نے اپنے کلام سے مکہ کے قریش کے سرداروں کے دلوں میں خوف پیدا کیا اور مخلص مومنین کے لیے امید کی کرن روشن کی۔

Indeed the highest of positions today is that of the carrier of the pure Islamic Da’awah. It is the Da’awah carrier that with his words struck fear in the hearts of the leaders of Qur’aish in Mecca and brought hope to the sincere believers.

اے برطانیہ کے مسلمانوں! اس امت کو منتشر اور کمزور رکھنے کے منصوبے کے طور پر، بھائیوں کے درمیان جھوٹے حدود و فاصلے پیدا کیے گئے اور ہمارے لیے جھوٹی شناختیں قائم کی گئیں۔ ایک پرچم تلے ایک امت کے طور پر متحد ہونے کے بجائے، قوم پرست ریاستیں بنا دی گئیں اور الگ الگ شناختیں وجود میں آگئیں۔ ہمیں کہا گیا کہ ہم خود کو اردنی، مصری، پاکستانی... اور آج برطانوی کہیں۔ ایسا کر کے انہوں نے ہمارے لیے معمولی جدوجہد یا مقامی مقاصد مقرر کر دیے، جنہوں نے ہمیں اسلام کے اہم مسائل سے دور کر دیا۔

O Muslims in Britain! As part of the plan to keep this Ummah disunited and weak, false borders between brothers were created and false identities for us were established. Instead of uniting as one Ummah under one banner, nation states were formed and separate identities came about. We were told to call ourselves Jordanians, Egyptians, Pakistanis… and today British. By doing so they set for us cheap struggles or localised goals, which distanced us from the vital issues of Islam.

نبی ﷺ نے فرمایا، "مؤمن ایک جسم کی مانند ہیں، اگر آنکھ میں تکلیف ہو تو پورا جسم تکلیف میں ہوتا ہے..." کیا اب وقت نہیں آگیا کہ ہمارے درمیان یہ تقسیمات ختم ہو جائیں اور ہم اس عظیم مقصد کے لیے کام کرنا شروع کر دیں؟ آج ہم آپ سے یہ کہتے ہیں کہ خلافت کی واپسی یقینی ہے، کیونکہ اللہ سبحانہ و تعالیٰ نے ہم سے اس کا وعدہ فرمایا ہے۔ اس امت کے بیٹوں نے اس کی واپسی کے لیے بہت قربانیاں دی ہیں۔ بے شک ہم، حزب التحریر کے اراکین، یہ اعلان کرتے ہیں کہ خلافت کی واپسی ایک اٹل حقیقت ہے۔ پھر مومنین خوشی اور اطمینان کے ایام دیکھیں گے۔ وہ اسلام کو عزت اور کفر کو ذلت عطا کریں گے، اور اللہ سبحانہ و تعالیٰ کے کلمات بلند ہو جائیں گے اور کافروں کے کلمات پست ہو جائیں گے۔

The Prophet (saw) said, “The believers are like a body if the eye is in pain the whole body is in pain...” Is it not about time that these divisions between us are swept away and we begin working for this noble goal ? It is today that we say to you, the Khilafah is to return, since Allah (swt) has promised for us this. The sons of this Ummah have sacrificed much for its return. Indeed we, the Members of Hizb ut-Tahrir, declare that the return of the Khilafah is an inevitability. Then the believers will see the days of happiness and tranquillity. They will bring glory to Islam and disgrace to Kufr, and the Words of Allah (swt) will become high, and those of the Kafireen will become low.

رسول اللہ ﷺ نے فرمایا، "یہ معاملہ رات اور دن کی طرح ہے۔ اللہ سبحانہ و تعالیٰ کوئی ایسا گھر نہیں چھوڑے گا، خواہ وہ پتھر کا بنا ہو یا جانور کی کھال کا، مگر یہ کہ وہ اس میں اسلام کو عزت یا ذلت کے ساتھ داخل فرما دے گا۔ ایسی عزت جس کے ذریعے اللہ اسلام کو طاقتور بنا دے گا اور ایسی ذلت جس کے ذریعے وہ کفر کو رسوا کر دے گا۔ (ابن حبان، صحیح، از مقداد بن اسود رضی اللہ عنہ)۔

The Messenger of Allah (saw) said, “This matter is like night and day. Allah (swt) will not leave a single home whether made of stone or the skin of the animal, except that He (swt) will make Islam enter it with glory or humiliation. A glory with which Allah will make Islam powerful and humiliation with which he will disgrace Kufr. (Ibn Hibban, sahih on the authority of al Miqdad ibn al Aswad).

ہمیں ہر قیمت پر خلافت کو دوبارہ قائم کرنا ہوگا، کیونکہ ہم چاہتے ہیں کہ ہمارا رب ہمیں اپنی رضا اور رحمت کی نظر سے دیکھے۔ اور ہم آپ کے لیے وہی پسند کرتے ہیں جو اپنے لیے پسند کرتے ہیں، اور اسی بنیاد پر ہم آپ کو اور تمام مسلمانوں کو مخلصانہ اور سنجیدگی سے کام کرنے کی دعوت دیتے ہیں، تمام تر توانائیاں بروئے کار لاتے ہوئے، ان مخلص اور سنجیدہ کارکنوں کے ساتھ، جن کا مقصد کھوئی ہوئی خلافت کو دوبارہ قائم کرنا اور اس گمشدہ گوہر کی واپسی ہے، تاکہ ہم قوموں کے درمیان اپنی جائز حیثیت دوبارہ حاصل کر سکیں، خوشیاں لانے والے، ہدایت لانے والے اور بنی نوع انسان پر گواہ کے طور پر۔ یہی اس دنیا اور آخرت میں عزت ہے۔ آپ میں سے کسی کو بھی اس معزز فریضے میں غفلت نہیں کرنی چاہیے، تاکہ آپ بہترین اسلاف کے بہترین وارث بن سکیں۔ لہٰذا اپنے عزم کو بلند کریں، اور اپنے دین اور امت کے لیے اپنے غیرت کے احساس کو ابھاریں، اور باطل کے اس ہجوم اور اس کے اثر و رسوخ کو خود کو مایوس نہ ہونے دیں، کیونکہ یہ مرحلہ تقریباً ختم ہونے والا ہے، اور خلافت کے لیے کام کرنے والوں کے کام کی وضاحت کرنے والی صف بڑھ رہی ہے، اور فتح کی طرف ان کے قدم ہر گزرتے دن کے ساتھ قریب تر ہوتے جا رہے ہیں۔ اللہ (سبحانہ و تعالیٰ) پر ہمارا بھروسہ عظیم ہے اور اس کی قریب آتی فتح کی ہماری امید پر ایک خراش تک نہیں آئی، اور اللہ (سبحانہ و تعالیٰ) اپنے تمام معاملات پر مکمل قدرت رکھتا ہے، لیکن انسانوں میں سے اکثر نہیں جانتے، اور وہی ہے، جس کی بڑائی ہے، جس نے فرمایا،

We must re-establish the Khilafah, regardless of the cost, because we wish for our Lord to look upon us with the position of pleasure and mercy. And we love for you what we love for ourselves, and upon this we invite you and all the Muslims to work sincerely and in earnest, utilising all energies, with the sincere and serious workers, who aim to re-establish the lost Khilafah, and the return of the missing gem, so that we take back our rightful positions between the nations, as bringers of happiness, as bringers of guidance and as witnesses over mankind. This is the honour in this world and in the Hereafter. Not one of you should neglect this honourable duty, to be the finest inheritors to the finest predecessors. So raise your determination, and motivate your sense of honour towards your Deen and Ummah, and let not the mass of falsehood and its influence cause you dismay, for this stage is nearly over, and the line illustrating the work of those working for Khilafah is increasing at an astonishing rate, and their steps towards victory become closer and closer everyday. Our trust in Allah (swt) is great and our hope for his nearing victory is untouched by even a single mark, and Allah (swt) has full power over His affairs, but most among mankind know not, and He, glory be to He, is the one who said,

"اللہ نے تم میں سے ان لوگوں سے جو ایمان لائے اور نیک اعمال کیے، یہ وعدہ فرمایا ہے کہ وہ انہیں زمین میں ضرور اقتدار کی وراثت عطا فرمائے گا، جس طرح اس نے ان سے پہلے لوگوں کو عطا کی تھی؛ اور وہ ان کے لیے ان کے دین کو مستحکم کر دے گا جسے اس نے ان کے لیے منتخب کیا ہے؛ اور وہ ان کے خوف کے بعد (کی حالت کو) امن و سلامتی میں بدل دے گا" (سورۃ النور، آیت 55)

“Allah has promised, to those among you who believe and work righteous deeds, that He will, of a surety, grant them in the land, inheritance (of power), as He granted it to those before them; that He will establish in authority their religion, the one which He has chosen for them; and that He will change (their state), after the fear in which they (lived), to one of security and peace” ( TMQ al-Nur, verse 55)

اور آخر میں ہم اس دعا کے ساتھ اختتام کرتے ہیں جس کے ساتھ ہم اللہ (سبحانہ و تعالیٰ) کے حضور پیش ہونا چاہتے ہیں:

And finally we finish with this Dua’a with which we would like to face Allah (swt):

اے اللہ! ہم تجھ سے ایسا ایمان مانگتے ہیں جو غیر متزلزل ہو، ایسی بہادری جو نہ ڈگمگائے، ایسا عزم جو مغلوب نہ ہو، ایسا ارادہ جو ٹوٹ نہ جائے اور ایسے اعصاب جو مضطرب نہ ہوں۔ اے اللہ! ہمیں اپنے دین پر ثابت قدم رکھ اور تیری دعوت کی تبلیغ پر جب تک کہ ہم تجھ سے ملاقات نہ کر لیں۔ اے اللہ! مومنین کی مدد سے ہماری مدد فرما اور صالح مومنین کے ذریعے ہماری مدد فرما۔ اے اللہ! ان لوگوں کے ذریعے ہماری مدد فرما جو ہمارے ساتھ مل کر دعوت کو اٹھاتے ہیں اور اس کا بوجھ، فکر اور ذمہ داری سنبھالتے ہیں۔ اے اللہ! ہمارے لیے نصرت اور حفاظت کے اسباب پیدا فرما۔ ہمارے لیے ان لوگوں کو تیار فرما جو ہمیں اردن، شام، عراق، مصر، ترکی اور دیگر اسلامی ممالک میں اقتدار حاصل کرنے کے قابل بنائیں اور انہیں ہماری دعوت پر لبیک کہنے کے لیے تیار کر دیں۔ اے اللہ! ہمیں خلافت قائم کرنے، اسلامی پرچم (رایہ) بلند کرنے اور شریعت نافذ کرنے کی توفیق عطا فرما۔ اے اللہ! ہمیں تمام مسلم ممالک سے کفر کے قوانین اور نظاموں کو ختم کرنے کی طاقت عطا فرما۔ اور ہمیں اسرائیل کو تباہ کرنے اور کفر کے ریاستوں کے ایک بھی اسلامی ملک پر غلبے کو مٹانے کی توفیق عطا فرما۔ اے اللہ! ہمیں تمام اسلامی سرزمینوں کو خلافت کی ریاست میں متحد کرنے کی توفیق عطا فرما۔ یا رب العالمین۔ اللهم آمین۔

O Allah! We ask of You an Iman that is unshakable and a bravery that is unyielding and a will that is not overwhelmed and a resolution that is not broken and nerves that are not disturbed. O Allah! Establish us on Your Deen and in carrying Your call until we eet You. O Allah! Help us with the strong Believers and help us with the righteous Believers. O Allah! Support us with those who, together with us, carry the Da’awah and carry its burden, worry and responsibility. O Allah! Put in place for us the support and protection. Make ready for us those who will enable us to take power in Jordan, Syria, Iraq, Egypt, Turkey and other Islamic countries and make them respond to our call. O Allah! Give us the ability to establish the Khilafah and raise the Islamic flag (Ra’ya) and apply the Shari’ah. O Allah! Give us the ability to remove the Kufr rules and systems from all of the Muslim countries. And enable us to destroy Israel and destroy every dominance of the disbelieving states over even a single Islamic country. O Allah! Enable us to unite all the lands of Islam in the Khilafah state. Ya Rabb al alameen. Allahumma Ameen.
