被授权的助手应当具备哈里发职位所要求的条件，即：男性、自由人、穆斯林、成年、神智健全且公正。此外，助手还应当是在所委派职责方面具有能力的人。

The delegated assistant should meet the conditions as those required for the Khalifah’s post, i.e. to be male, free, Muslim, mature, sane and just. In addition to this, the assistant should be from the people of competence in what is assigned to him in terms of duties delegated to him. .

这些条件的依据与哈里发职位的条件依据相同，因为受委托的助手的工作属于统治的一部分；因此他应当是男性，因为安拉的使者ﷺ说：

Evidences of these conditions are the same as those of the conditions of the Khalifah post because the work of the delegated assistant is part of ruling; therefore he should be male, for the Messenger of Allah (PBUH) said: .

“当人们把自己的事务交给一个女人来主持时，他们永远不会成功。”此段由布哈里根据艾卜·伯克尔的传述而记载。[布哈里《圣训实录》，第4425条]。他还必须是自由人，因为奴隶对自己的事务都没有决定权，因此他不能主持他人的事务。他也应当是成年人，因为安拉的使者（SWT）说：

“People who appoint a woman to run their affairs shall never succeed,” narrated by al-Bukhari on the authority of Abu Bakr. [Bukhari, Sahih. #4425]. He must also be free, for the slave does not have authority over his own affairs, thus he cannot run other people’s affairs. He should also be mature, for the Messenger of Allah (S.W.T) said: .

“三种人不承担责任：熟睡直到醒来的人，孩童直到达到青春期的人，以及疯癫直到痊愈的人。”这段圣训由艾卜·达伍德记载，见《逊南》，第4358条。他也应当是神志清醒的；因为在同一段圣训中，安拉的使者ﷺ说：“以及疯癫直到痊愈的人。”

“Three types of people are exempted from accountability, the one who sleeps until he wakes up, a child until he reaches the age of puberty and the insane until he is cured,” narrated by Abu Dawud [Sunan, #4358]. He also should be sane; for in the same Hadith, the Messenger of Allah (PBUH) said: “And the insane until he is cured.” .

另一则传述中，圣训有云："……关于那心智被掩盖、直到他恢复心智的人。"

And in another narration the Hadith States: ‘…about the one whose mind is overpowered until he regains his mind.’.

助理人也应当是公正的，因为真主（SWT）已将其作为证词中的一项条件。

The Mu’awin should also be just, for Allah (S.W.T) has made it a condition in a testimony. .

他ﷺ说：“你们当从你们中选取两位公正的见证人。”——[TMQ；65:2]

He (PBUH) says:. “And seek the witness of two just men from amongst you” - [TMQ; 65:2] .

由更强的理由可知，哈里发的助手（穆阿文）也必须具备公正的品质。穆阿文还应当是胜任统治职责的人，以便他能够协助哈里发承担哈里发职位的任务，以及统治与权力的责任。

By greater reasoning the quality of being just is required from the assistant of the Khalifah. The Mu’awin should also be from the competent people in the duties of ruling. This is so as to enable him to assist the Khalifah in shouldering the tasks of the Khilafah and the responsibility of rule and authority.
