13.1 The right of shura
协商（Shura）是所有穆斯林的一项权利，哈里发应当履行这一权利。穆斯林有权被征询意见，哈里发应当向他们征求意见并与他们协商。真主（SWT）说："你要在事务上与他们协商；你既已决定，就应当信靠真主。"[3:159]
Shura is a right of all the Muslims which the Khalifah should fulfil. They are entitled to be consulted and the Khalifah should refer to them and consult them. Allah (S.W.T ) says:. "And do consult them in the matter, and if you decide (on an action/on an opinion) put your trust in Allah" [3:159].
安拉（SWT）也说：
Allah (S.W.T ) says also .
"并且他们的事务是在彼此协商之中的"。[TMQ 42: 38]
"And their matter is in consultation between them". [TMQ 42: 38] .
真主的使者ﷺ常常征询众人的意见，并与他们商议。
The Messenger of Allah (PBUH) used to refer to people and consult with them. .
他ﷺ在白德尔之日就战场的位置征询了他们的意见，在吾侯德之日就是否在麦地那城内还是城外迎战征询了他们的意见。在白德尔之日，他采纳了奥-哈巴卜·本·蒙迪尔的建议，这是一位专家提出的技术性意见，他接受了。在吾侯德之日，他采纳了多数人的意见，尽管他个人的看法与之不同。
